WORK PERMIT REGULATIONS IN TURKEY (2025)

1. Domestic Workers:

No changes have been made to the conditions for work permit applications in domestic services. Any updates will be shared accordingly.

2. Company Applications:

  • If a company's net sales in its balance sheet are 50,000,000 TL or more, work permits can be applied for up to 5 foreign employees without any additional criteria. As of January 1, 2024, the previous requirement of 5 Turkish employees per foreign employee no longer applies to these companies
  • For foreign nationals who have resided in Turkey for at least 3 years within the last 5 years under a residence permit (excluding student permits) or work permit, applications can be submitted for up to 3 such foreigners without adhering to the 5-to-1 Turkish employee rule. However, the number of foreign employees must not exceed the number of Turkish employees.
  • For applicants who do not meet the 3-year condition or hold a student residence permit (undergraduate students are not eligible), the company’s capital must be fully paid, and 5 Turkish employees must be shown on payroll (SGK) at least 5 days per month until the application is approved.
  • The minimum paid-in capital requirement is 100,000 TL for 2024 and 500,000 TL for 2025.

3. Basic Job Titles:

- Foreign employees working in non-specialized roles such as customer representatives or international sales staff can be paid the minimum wage.

4. Exemptions:

- No financial or employment criteria are required for the following categories:

  • Those married to a Turkish citizen for at least 3 years
  • Those with a Turkish parent, child, or spouse
  • Holders of humanitarian residence permits or victims of human trafficking
  • Holders of long-term (indefinite) residence permits
  • Citizens of the Turkish Republic of Northern Cyprus (TRNC)
  • Those with 8 years of short-term (including touristic), family, or work residence permits

5. Specialized Fields:

- No financial or employment criteria are required for specific sectors and job titles. A summarized list will be provided later.

6. Initial Application Financial Requirements:

- At least 500,000 TL paid-in capital, or
- 8,000,000 TL net sales, or
- $150,000 USD in foreign sales (only one condition needs to be met).

7. Renewals:

- For renewal applications, previous financial criteria will continue to apply. There's no need to increase the capital to 500,000 TL after January 1, 2025.

8. Foreign Shareholders (or Sole Proprietors):

- The foreign shareholder’s company must have at least 500,000 TL paid-in capital. If there are other partners, the foreign applicant’s share must still be at least 500,000 TL and not fall below 20%.

9. Renewals for Foreign Shareholders:

- For renewal applications of foreign shareholders, old criteria remain valid even after January 1, 2025. There is no need to increase capital to 500,000 TL.

10. As of 2025:

- The minimum capital requirement for all new work permit applications is 500,000 TL.

11. Student Residence Permit Holders:

- Second-year associate and bachelor’s students, as well as master's and Ph.D. students, may apply for a work permit if the capital condition is fulfilled.

12. Renewals for Company Partners:

- The 5 Turkish employee requirement remains valid, but if the foreign applicant has legally resided for the past 3 years and has active residence in the last 6 months, this requirement may be waived.

13. E-Signature Requirements:

- The person holding the electronic signature must have an e-Government password and a personal bank account.
